The Licensing Executives Society Russia (LES Russia) held a scientific and practical seminar in Moscow entitled “IP Management and Protection in the Current Environment.” The seminar was moderated by Natalia N. Karpova, Vice President of LES Russia, Doctor of Economics, Professor and Head of Department at the Russian Presidential Academy of National Economy and Public Administration (RANEPA).

The seminar speakers included:

• Natalia N. Karpova, Doctor of Economics, Professor and Head of Department at RANEPA, Vice President of LES Russia, and V.V. Antipin, member of the Interdepartmental Working Group on the Dual-Use Scientific and Industrial Cluster of the Russian Military-Industrial Commission, delivered a joint presentation entitled “Recent Changes in Russian Intellectual Property Legislation.” They analysed trends in the latest IP legislation and its impact on the development of the relevant regulatory framework, and shared their proposals and comments.
• Natalia V. Polyakova, Head of the IP Registration and Management Department at the Centre for Registration and Analysis of Scientific and Technical Activities of the Roscosmos State Corporation, delivered a presentation entitled “The Intellectual Property Management System at Roscosmos.” She provided a detailed overview of the corporation’s well-established IP management system, which has been operating successfully for many years. As Roscosmos works primarily with classified and dual-use assets, much of its intellectual property is protected as know-how. Ms Polyakova also addressed a number of controversial and challenging issues relating to intellectual property rights.
• Jennet Abduraimova, Head of Intellectual Property at the Skolkovo Intellectual Property Centre, delivered a presentation entitled “Practical Aspects of IP Management in the New Environment.” She discussed the benefits available to participants in the Centre’s programme, including incentives for IT companies, the challenges associated with exporting software, the restructuring of IP commercialisation models under current conditions and specific methods of commercialising intellectual property.
• Vitaly O. Kalyatin, Ph.D. in Law, Associate Professor at the S.S. Alexeev Research Centre for Private Law under the President of the Russian Federation, delivered a presentation entitled “Challenges of Using Software under Sanctions.” He examined the difficulties arising from the withdrawal of foreign IT companies from the Russian market and the resulting lack of access to software products. He also discussed the legal mechanisms and grounds for using software, including open licences.
• Yuri V. Nechepurenko, Ph.D. in Chemistry and Head of the Research and Innovation Department at the Research Institute for Physical and Chemical Problems of Belarusian State University, delivered a presentation entitled “The Pharmaceutical Market of the Republic of Belarus: Patent and Legal Issues.” He presented a detailed analysis of the Belarusian pharmaceutical market, discussing its advantages, prospects and the shortcomings of current legislation and practice.
• Sergey V. Vasiliev, Ph.D. in Law, Partner at Gorodissky & Partners and member of LES Russia, delivered a presentation entitled “The Winding Paths of Parallel Imports.” He reviewed the history of parallel-import regulation in Russia and discussed the principal protection methods and mechanisms associated with parallel imports. He also analysed key positions adopted by the Supreme Court of the Russian Federation, the Constitutional Court of the Russian Federation and the Federal Antimonopoly Service of Russia. In addition, he addressed recent legislative developments and provided examples of parallel-import regulation in the United States, Japan and the European Union.

The event generated considerable interest and concluded with a lively discussion. The seminar attracted 36 participants.
